Overhang decides the bar, not the bore. Deflection grows with the cube of how far the bar reaches past its holder, so the working rule is the shortest bar that clears the depth and the largest shank the hole allows. A solid carbide shank is about three times stiffer than steel, which is what lets a small bar hold size where a steel one starts to chatter.

A bar needs two things it does not come with: a holder to clamp it in the turret, and an insert.
